The Rural Resilience Activity is a five-year, $45 million USAID-funded program in northeastern Nigeria and other operational locations like Kebbi, Niger, Benue and Ebonyi states. The aim of rural resilience activity is to sustainably lift people out of chronic vulnerability and poverty. Rural resilience activity will enable individuals and communities to engage in strong and sustainable market systems rather than continue to depend on humanitarian assistance and falter with each new shock. To achieve this objective, the Activity will have five components and five cross-cutting elements:

Component 1: Provide up-to-date evidence for the selection of market systems, livelihoods and employment opportunities that contribute to inclusive and resilient growth and improved nutrition.

Component 2: Stimulate the growth of market systems and diverse economic opportunities (pull activities).

Component 3: Build capacity to take advantage of market systems opportunities (push activities).

Component 4: Sequencing, layering, integration (SLI) and collaborative learning to improve efficiency, sustainability and scale of activities.

Component 5: Support market resilience to COVID-19 shocks

The North East Governors Forum (NEGF), formally established in April 2020, aims to serve as a platform to advance the common interests of the six North East states in the region. The concept of the NEGF was launched in the region’s development strategy plan completed in 2014. The North East States Transformation Strategy (NESTS) had advocated for the Governors Forum to, among other things:

A. Promote regional integration, cooperation and collaboration for the economic growth and sustainable development of the region.

B. Provide a mechanism and framework for the North East sub-region to work together in areas of mutual interest.

The North East Governors Forum Strategy Expert will develop a business plan and identity for the North East Governors Forum Secretariat. While meeting the requirements of a business plan, the plan contemplated in this job description should provide answers to the following questions:

  • What is the organization’s vision and mission?
  • What are the long term goals, medium term objectives and short term plans of the organization?
  • What will be the succession plan (term of office, retirement, etc.) for the principal agents (the general manager and the directors) of the Secretariat?
  • Are the existing structure and existing staff functions optimal for the sustainability and effectiveness of the Secretariat? If not, what changes should be made?
  • What systems and processes does the Forum need to put in place to ensure that the Secretariat remains an “ongoing concern” and is able to support political transitions within the Forum?
  • How will the interests of individual states be aligned?

  • Produce a final draft of the Northeast Governors Forum Secretariat business plan, incorporating relevant review comments.
  • Develop and agree on an approach document for carrying out the mission.
  • Develop and agree presentations and tools to be used during a strategy session.
  • Facilitate and document the results of a strategy session.
  • Support the North East Governors Forum Secretariat to validate the outcomes of the strategy session with North East Governors Forum members and other key stakeholders.

Due dates for deliverables and activities – no charts or graphs as they don’t load in Jobvite

15 days in 4 months (June 6 – September 6, 2022).

The consultant will report to:

  • Provide team member’s name and job title (must be MC staff – national, expatriate, or US-based)
  • The Consultant will report to the Project Manager (Rural Resilience Activity).

The consultant will work in close collaboration with:

The consultant will work closely with the Chief of Party (Rural Resilience Activity), the Managing Director and the Directors of the North East Governors Forum (NEGF) Secretariat.

Experience and skills required:

Mercy Corps standard is 5-10 years of relevant experience for consultants

Evaluation criteria


Tax identification number and/or tax certificate
Experience in similar contracts evidenced by certificates, photos, reports and any other related documentation.

CV and cover letter detailing strong technical experience in strategy development in the government and development sectors.



Qualifications, skills and experience

  • At least 20 years of experience in public administration, organization and business planning.
  • Strong written and verbal communication skills (fluency in English).
